CPU Usage More than Available Power

I recently (today) re-installed Windows 10 on my PC after having lots of trouble with partitions on my drive and not being able to install anything else (it is complicated). I love using it. I have a question though, I looked in task manager and looked at performance. On the CPU tab it showed this:


Notice that the speed is 2.13 GHz and see that next to it something labeled "Maximum Speed" has the attribute 1.60 GHz. Is this some kind of "Turbo Boost" or something. I always knew that it was a 1.60 GHz processor, it has me confused. Linux never did this, how is that explained? I even had it go up to 2.25 GHz. I am going to look up my computer online later to find out more.
